We’re recruiting eight New Brunswick communities looking to complete their 2030 provincial Climate Change Action Plan requirements
New Brunswick // QUEST Canada is inviting eight small and mid-sized municipalities across New Brunswick to create a Community Energy and Emissions Plan (CEEP), or update an existing climate action plan, to fulfill their provincial NB Climate Change Action Plan requirements by 2030.
Eligible applicants include local governments – Indigenous, municipal, regional or a group of small municipalities/bands – or others applying on behalf of a local government or a group of local governments (e.g. a local energy distributor or not-for-profit organization).
Why participate?
Municipal-scale climate actions represent one of the most immediate and controllable pathways to achieving near-term GHG reductions in New Brunswick. While large-scale industrial and energy system changes are critical, they are often capital-intensive and long-cycle.
In contrast, with a Community Energy and Emissions Plan from QUEST Canada, a municipality can deliver local, incremental, distributed emissions reductions through:
- Land use decisions that reduce transportation demand
- Building efficiency improvements and standards
- Fleet transitions and operational efficiencies
- Community-scale energy initiatives
Plus, all information gathered through the program will directly inform the development of the next New Brunswick Climate Change Action Plan (2027–2032), and help guide community climate action forward.
What you’ll receive
1 – Energy Mapping & Action Strategies Workshop: An interactive session engaging community stakeholders to share knowledge, discuss, and identify local opportunities in energy, efficiency, renewables, waste, transportation, and land use – assigning each opportunity a lead, priority level, and timeframe.
2 – CEEP/GHG Reduction Plan Recommendations Report: A published deep dive review of the energy mapping and action strategies workshop prioritizing local emissions reduction opportunities – used to obtain Milestone 3 of the FCM-ICLEI Partners for Climate Protection Program.
3 – Peer-to-peer working group webinars and 1:1 coaching: Ongoing opportunities to share experiences, challenges, and solutions.
4 – Success Stories: Opportunity to be chosen to feature your resulting achievements via QUEST’s Powered by Communities series and social media channels, to raise your profile, and inspire others.
5 – Help with GNB portal reporting: We’ll assist you with preparing and submitting your GHG Reduction Plan progress reports via the provincial NBG online portal.
Cost to participate
Program participation fees are based on population. Indigenous communities are exempt from paying program fees.
Municipal staff time requirements
Expectations of participating municipal staff include sharing relevant information with NCA program staff, coordinating the set up and communication of onsite mapping workshops, receiving, reviewing, and approving the recommendations report, subscribing to program e-news and receiving email updates, participating in virtual (or in-person) meetings and webinars.

PLUS…
NB CCF Working Group
A Municipal Working Group of participants, facilitated by QUEST Canada staff, will meet regularly to support peer-to-peer learning and knowledge sharing, assist communities in completing prioritized CEEP action plans.
Pilot GHG Inventory Project
A targeted GHG inventory pilot for a small number of selected municipalities, who are progressing toward a local energy project’s implementation, will be organized. And light-touch support provided to additional communities, including inventory interpretation, reporting alignment, and review of existing data.
Atlantic Project Initiation Workshop
The project will also offer access to QUEST’s Atlantic Project Initiation Workshop to help participants advance their community-led energy project ambitions and concepts, refine project scopes, strengthen financial strategies, and identify clear next steps to project implementation.
