Welcome to the national jurisdictional scan, a database showcasing the policies, programs, and enabling conditions that support effective, community-led climate and energy action across Canada.

This resource is part of the Motivating Net-Zero Action in Rural, Remote, and Indigenous Communities research project and is designed as a practical support tool for communities as they move through their net-zero journeys. It examines the policies, programs, and enabling conditions across Canada that can help communities plan, fund, and implement locally driven climate and energy initiatives. The scan focuses on the structures, funding mechanisms, and governance approaches that help rural, remote, and Indigenous communities advance projects that deliver multiple benefits—reducing emissions while strengthening local economies, improving housing, enhancing energy resilience, and supporting overall community well-being.

Use this tool to explore and compare enabling conditions across regions, policy areas, and community contexts. The database is intended to support learning, alignment, and action by governments, funders, and partners seeking to better match policies and programs with on-the-ground realities.
