This White Paper emerged from the QUEST II Conference in Victoria, BC, in November 2008, in which individuals from across the QUEST collaborative developed four scenarios with a goal of building understanding about the complex, interacting forces and key uncertainties shaping the future of carbon-constrained energy end use in Canada and the adoption of Integrated Community Energy Solutions (ICES).
